Organic Waste Segregation Awareness and Incentives Plan, Composting Operation and Best Practices Manual and Replicability Workshop – Testimonial

This document is the final result of technical assistance provided to Mangle with the endorsement of the District Municipality of Leimebamba and the Alto Utcubamba Municipal Community of Municipalities, Peru. The assistance was provided as part of the support of the Global Action Climate Partnership (GCAP) Climate Action Accelerator, with the support of the Secretariat of the Regional Platform for Low Emission and Development Strategies (LEDS LAC) and its Resource Efficiency Working Group.

The objective of the assistance was to develop an awareness and incentive plan for organic waste segregation, a composting best practices operation manual for the district of Leimebamba, and a replicability workshop. GCAP is a global network of governments, organizations and individuals, created to facilitate the design and implementation of low emission development strategies (LEDS) and the setting of ambitious climate targets.

The Climate Action Accelerator is a service offered by the LEDS LAC Platform that provides rapid, high-quality, short-term technical assistance to developing countries. It is a service funded by the National Renewable Energy Laboratory (NREL).

LEDS LAC is a network of leading transformational organizations and individuals working on the promotion, design and implementation of LEDS for resilient and low-emission development in Latin America and the Caribbean. Addressing the challenges posed by climate change requires the integration of mitigation and adaptation objectives into development policies and strategies. At the same time, achieving the economic and social aspirations of our countries requires taking these challenges into account. For this reason, LEDS LAC promotes the formulation and implementation of national, sub-national and sectoral strategies that respond at the same time to the triple objective of promoting development, reducing emissions and increasing resilience. These Low Emission and Resilient Development Strategies (LEDS) enable countries to move towards sustainable development and meet their climate commitments. For this reason, LEDS LAC supports leaders who are driving change from governments, civil society, the private sector and the international community. Among the activities and services that LEDS LAC provides is the Climate Action Accelerator.

For its part, Asociación Sustentar coordinates the Assistance Accelerator, which supports the LEDS LAC Platform in the general coordination of the technical assistance service. Likewise, Sustentar leads the Resource Efficiency Working Group of the LEDS LAC Regional Platform, which aims to facilitate the exchange of knowledge and experiences among key actors in the region, and support actions and strategies to efficiently manage resources and design systems that reduce consumption and waste, to contribute to the reduction of carbon emissions and NDCs.

In this context, Mangle, in coordination with the District Municipality of Leimebamba in the Amazon Region, requested support from the LEDS LAC Platform to develop:

  1. Manual of Operation and Good Composting Practices with a first general part replicable in other localities and a second specific part for the operating personnel of the Composting Plant;
  2. Awareness and Incentives Plan aimed at the Leimebambina community, to promote the segregation of organic waste from the source;
  3. Replicability Workshop aimed at the member municipalities of the Alto Utcubamba Municipal Commonwealth.

In response to this request, the LEDS LAC Secretariat coordinated the hiring of Ricardo Herhuay to provide the technical assistance service.
