Steering Committee

The Global Climate Action Partnership (GCAP) operates through an innovative distributed leadership model, with regional institutions managing African, Asian and Latin American and Caribbean regional platforms, and local experts and international organizations providing technical support on analysis and tools, planning, finance, and sectors (e.g., agriculture, energy, transport, and waste). A global secretariat, hosted by the National Renewable Energy Laboratory (NREL), coordinates GCAP implementation, knowledge management, and outreach. A steering committee provides guidance and sets strategic direction for GCAP, and consists of the following organizations:

Council of Climate Leaders

Launched in late 2022, the Council of Climate Leaders advises the Steering Committee and other relevant stakeholders (global and regional secretariats and working groups) on ways to provide greater value to and engagement with developing countries and cross-country collaboration throughout the Partnership. The Council’s key objective is to strengthen local leadership and enable developing country-led action through an effective and equitable governance structure and portfolio of GCAP activities. The Council is composed of governments and regional partners in Africa, Asia and Latin America and the Caribbean:

Secretariat Teams

The Global Climate Action Partnership operates through an innovative distributed leadership model, with a Global Partnership and Africa, Asia, and Latin America and the Caribbean Regional Platforms. The Global Partnership and Regional Platforms are each coordinated by a secretariat team.

The Global Secretariat team oversees and coordinates the Regional Platforms and global Working Groups to maintain strategic alignment across all GCAP bodies and facilitate the sharing of global best practices between regions.
Each of the Regional Secretariats coordinates their respective regional platform. They respond to the needs and priorities of their members by plan focused thematic events, workshops, resources, technical assistance, regional Communities of Practice, and leadership groups to facilitate targeted knowledge sharing.
