Strengthening Energy and Transport Climate Actions through Just and Sustainable NDC and LT-LEDS Implementation in Asia
Context: Raising ambition on Nationally Determined Contributions (NDC) 3.0 and consonance with Long-term Strategies, which represents the next phase of climate action under the Paris Agreement, requires a multi-faceted approach that aligns stronger climate targets (energy and transport) with economic, social, and technological innovations. The Asia LEDS Partnership Forum 2024, held in Bangkok from August 20-22, focused on advancing decarbonization in the Asia-Pacific region through enhanced NDCs and Long-Term Low-Emission Development Strategies (LT-LEDS). Key discussions emphasized aligning NDCs with national plans, strengthening coordination, and engaging the private sector. The forum featured over 150 participants from 32 countries, sharing best practices and innovative solutions for sustainable transport and clean energy. A significant outcome was the launch of the Competitive Procurement Center for Clean Power, aimed at facilitating clean technology acquisition. The Forum underscored the importance of regional collaboration and inclusive climate action. To further the agenda, the Global Workshop will organize two Asia Regional Days at the Global Climate Action Partnership’s Global Workshop, focusing on the below regional priorities-
- Integrating just transitions: A stronger focus on social justice, ensuring that climate actions promote equity and create opportunities for all, especially vulnerable communities, can drive broader support for ambitious policies.
- Leveraging technological innovations: Accelerating progress towards advanced clean technologies like renewable energy, green hydrogen, and moving towards advanced vehicle technologies (to name a few) can help achieve deeper cuts in emissions, making ambitious targets more achievable.
- Enhancing regional cooperation, collaboration and peer-learning through Asia LED platforms’s communities of practice
- Mobilizing finance: Developing countries need increased financial and technical support to raise their ambition. adaptation efforts.
Learning objectives:
Outcomes from the Asia Regional Days will help participants better understand and answer the following questions:
- Why is a just energy transition critical? To ensure that the shift from fossil fuels to renewable energy is equitable, inclusive, and sustainable for all communities, especially those most affected by climate change and energy poverty.
- Leveraging regional RE resources: What are the many technical and policy considerations for entering into the green hydrogen space?
- Understanding the role of electric mobility in clean freight: How does the transition to electric mobility pave the way for reducing emission from the freight sector? What stage are countries at and what can we learn from neighboring countries about policies, processes and financial support that are necessary to enable emission reduction from the freight sector?
- Learning from regional policies on financing large scale RE projects: Learning from policy interventions on how to enable financing for large-scale RE projects and how to make them bankable. This session will also help participants understand roadblocks, policy levers and the need for adapting policies to local contexts to unlock financing.
